Reporting lines: 1) “Diaconia” Social Mission Director
2) Caritas Vienna Regional Program Manager and National Program Coordinators - DARE Regional Program
Duration of Contract: 24 months
Location: Based in Chişinau, str. Criuleni 22 with travels to Feteşti, Edineţ
“Diaconia” Social Mission is one of the 10 regional partners of Caritas Vienna and engaged in the implementation of a 2,5 years regional program - DARE Regional Program - focusing on interlinking education and child protection in the work carried out by the organizations in their projects that serve vulnerable children and youth.
As part of “Diaconia” Social Mission, the “Local Program Coordinator” will be tasked with the quality assurance and coordination of activities carried out by the staff engaged in the DARE Regional Program, and implemented in cooperation with Caritas Vienna in three countries of Eastern Europe: Ukraine, Moldova and Romania.
In her/his functions of Local Program Coordinator, s/he will work under the direct supervision of the director of “Diaconia” Social Mission and will also report to the National Coordinators of DARE Regional Program on a regular basis and using commonly agreed Monitoring Evaluation Accountability and Learning standards. The Local Program Coordinator will be responsible to assist the work of the social workers who implement activities in communities, daycare centers and/or schools, ensuring the quality of the implementation, supporting social workers and key staff throughout the implementation, facilitate trainings and workshops in the region, and ensure that the best practices and knowledge gained during the implementation (in terms of tools and innovation in education and Child Protection but also in terms of good management practices and quality assurance) are spread within the organization so that other departments and colleagues can benefit from them.

Project Monitoring and Quality Assurance
1.1 After receiving in-depth training in Monitoring Evaluation Accountability and Learning (MEAL) and having developed together with the trainers the tools for implementing MEAL within DARE Regional Program, ensure the monitoring of activities and achievement of results and objectives.
1.2 Compile timely monthly report sent to the Director of “Diaconia” Social Mission as well as to the National Program Coordinators of Caritas Vienna
1.3 Assist and facilitate the preparation of bi-annual Program reviews and lessons learnt
1.4 Assist implementing staff reporting to her/him in overcoming any challenge they may face during the implementation
1.5 Coordinate with other regional Local Program Coordinators on organization of workshops and trainings held in each country in order to maximize resources
1.6 Exchange with other regional Local Program Coordinators on lessons learnt and challenges faced and solutions found
1.7 Maintain a good filing system of reports
1.8 After receiving a training in the use of SAPI Finance (a finance Management tool by Caritas Austria/Vienna), ensure that the controlling department of Caritas Vienna received timely updates on costs and expenditures by the local Accountant and that the local accountant uses the tool in a timely and regular manner
1.9 In charge of finalizing contracts, monitoring the cash flow and sending transfers requests as per Cooperation Agreement between the employing organization and Caritas Vienna
1.10 Logistics, administrative arrangements of visits by Regional Program Manager and National Program Coordinator of Caritas Vienna to the region
1.11 Meetings, travels to the project locations, and other administrative tasks are efficiently planned and executed
3. Requested specification and experience of the humanitarian project manager
- At least 3 years' experience as project manager preferably in an NGO environment, including experience in supporting projects’ implementation
- Solid knowledge of Project Cycle Management
- Knowledge of quality assurance and monitoring tools an asset
- Familiarity with databanks and filing systems an asset
- Quick learner and flexibility to adapt to different work and management styles
- Autonomous worker, ability to organize one’s own work; excellent communication skills in a multi cultural context
- Ability to work within a team
- Readiness to travel to the field frequently
- Knowledge of English (full fluency oral and written)
- Commitment to and understanding of Caritas’ aims, values and principles including rights-based approaches
